| Iran’s logistics sector is confronted with deep‑rooted structural and institutional inefficiencies that have led to disproportionately high logistics costs—exceeding 19.4% of GDP in 2019—and a marked deterioration in its international standing, as reflected in its decline in the Logistics Performance Index (LPI) from 78th place in 2007 to 123rd in 2023. Recognizing the urgency of reform, policymakers have initiated the design and implementation of a Iran Digital Logistics Platform (IRDLP) aimed at modernizing and integrating the country’s logistics framework. Against this background, the main objective of this study is to examine how successful digital logistics platforms implemented in benchmark countries can inform and guide Iran’s reform trajectory. To achieve this objective, the research adopts a descriptive‑comparative methodology, systematically comparing Iran’s logistics ecosystem with those of China, India, Indonesia, and the Russian Federation. The analysis draws on World Bank LPI reports, official national policy documents, and peer‑reviewed academic literature to evaluate differences in digital maturity, institutional coordination, and operational efficiency. The results suggest that the successful implementation of the IRDLP will require comprehensive institutional alignment, regulatory simplification, unified data governance, and sustained investment in digital infrastructure and human capital to effectively close the existing performance gap. |
